The Human Rights Commission of Malaysia (SUHAKAM) refers to the organised assembly on 9 July 2011. Since the said assembly, the Commission has received two memorandum from different groups including PAS Youth, SUARAM and BERSIH alleging execessive use of force by the law enforcement officials in dispersing the crowd during the said assembly. Concerned over such allegations, and based on the monitoring conducted by the Commission on 9 July 2011, the Commission agreed to hold a Public Inquiry into the allegations of violations of human rights, including, the use of excessive force by the authorities prior to and during the public assembly on 9 July 2011.
